Since 1978, the RDEC has been conducting large scale national polls to monitor public response to government policy. In 1988, in response to the rapidly changing policy environment, face-to-face surveys were replaced by computer assisted telephone interviews (CATI) to collect real-time public feedbacks on urgent social issues and major policies. The Commission also established the Public Opinion Survey Center in October 2000 to track public opinion on current issues promptly and regularly. The results of public opinion surveys are submitted to the premier for reference and forwarded to relevant ministers to assist policy decision-making. The survey reports are also posted on the RDEC official website to the media and the public. In addition, the Commission promotes a system to collect public opinion which serves as the basis of government policy-making. The RDEC supervises all governmental departments in conducting public opinion surveys and organizes public survey workshops annually. To play a better role as the consulting agency to the Executive Yuan, the RDEC shall utilize the resources of public opinion surveys effectively, expand the capacity of national public surveys, and assist policy formulation for all agencies to increase the quality of government policy implementation.
