RDEC Advocates Increased Use of Social Network Services by Government Agencies, Releases Web 2.0 Guide to Help Government Agencies Improve Communication and Interaction with Citizens
In order to promote government agencies' use of Web 2.0 for improved interactivity with citizens, the Research, Development and Evaluation Commission (RDEC) of the Executive Yuan held a seminar on March 4th (Friday) at the NTUH International Convention Center. The seminar, entitled “E-Government Web 2.0 Operating Guide and Application Seminar”, aims to help government agencies to learn to use Web 2.0 tools for improving communication with the public and for promoting government policies. ROC Presidential Office Spokesman Luo Chi-chiang was invited to speak at the seminar where he shared with government personnel his experience in using Facebook.
RDEC minister Chu Chin-peng said, according to RDEC's “Digital Divide in Taiwan 2010 Survey Report” (citizens age twelve or older were surveyed), over 90% of citizens age 40 or younger use the Internet; on average 70% of citizens use the Internet; and it is estimated that there are 14.46 million Internet users in Taiwan. Furthermore, 65% of Internet users regularly participate in Internet communities, and use instant messaging (such as MSN) and Facebook to communicate with others. Additionally, RDEC's “New Internet Topics Survey Report” from January, 2010, showed that 50.7% of Internet users would welcome a “friendship request” from the government; it appears, therefore, that Internet users have a significant influence on internet discussions concerning social trends and government policies.
Chu added that e-governments around the world should consider citizens' e-participation as a key indicator in government innovation of service applications. In response to developing trends in social network services, and the increasing need to connect with the world, the Executive Yuan has added “social network services inclusion” as part of the six major plans during the fourth stage of the e-government project. Government agencies will expand the use of social network services to improve communication and interactivity with citizens, and will use a variety of social media to provide information that more closely meets citizens' needs, such as tourism, taxes, traffic, disasters, education, and medical care.
In order to help government agencies use social networking websites, RDEC created the “E-Government Web 2.0 Operating Guide: Social Network Services” (the Web 2.0 website), offering guidance on website construction, implementation, interface design, Internet communities, and risk management (website URL: http://www.webguide.nat.gov.tw/). It is hoped that government agencies will consult the website and find it useful.
Chu quoted President Ma's statement given on February 18th during the President's attendance of the “How High Level Personnel Can Utilize the Internet” seminar: “One should inform citizens of what each department is doing, and play a more spontaneous role in policy communication. The Internet, if used wisely, is very useful for policy promotion, information gathering, and communication of concepts.” It is hoped that in the near future, government agencies will make good use of Web 2.0 tools, to provide information on important policies that citizens care about, and to clarify incorrect media reports; instead of rigid, “official” language, government agencies will use friendly language and tone that is familiar to Internet users. It is hoped that government agencies will actively provide answers, clarify, and provide first-hand information, and work towards the next stage of Internet community.
