Guidelines for the Follow-up and Control of Correction and Investigation Cases of the Control Yuan

Promulgated by Executive Yuan on September 3, 1977.

1. Agencies under the Executive Yuan（hereinafter referred to as the “Agencies”and shall include provincial government and Provincial Consultative Council ）, municipality government and county (city) government established these guidelines to strengthen the handling of correction, improvement and entrusted investigation cases put forward by the Control Yuan (hereinafter referred to as the “Control Yuan cases”) .

2. Follow-up and control tasks, and responsible agency for Control Yuan cases shall be as follows:
　（1）The Research, Evaluation and Development Commission of the Executive Yuan (hereinafter referred to as the “RDEC”): Responsible for the follow-up, control and coordination matters of Control Yuan cases under the Agencies, municipality government and county (city) government.　
　（2）Research and evaluation units of the Agencies: Responsible for the follow-up and control of agency’s control cases, and liaison and coordination with higher authorities.
　（3）Research and evaluation units of municipality government and county (city) government: Responsible for the follow-up and control of control cases, and liaison and coordination with research and evaluation units of the Agencies.

3. Agencies, municipality government and county (city) government shall conduct follow-up and control duties using the control cases management system.

4. Follow-up and control duties shall be conducted as follows:
　（1）Line Units:
　　１. Agencies, municipality government and county (city) government shall reply and register control cases with the control cases management system upon receiving the case from the Executive Yuan or Control Yuan.
　　２. The case status and reason for not closing the case for complex cases that cannot be closed within a short time frame shall be registered with the control cases management system before the deadline and time extension shall be applied.
　（2）Research and evaluation units:
　　１. The RDEC shall check on and prompt cases not responded to by the Agencies past the deadline.
　　２. Research and evaluation units of the Agencies, municipality government and county (city) government shall check on and prompt cases not responded to by the Agencies past the deadline. Investigations on the reason and analysis of responsibilities shall be conducted and submitted to the agency head for further instructions for cases not closed more than two months past the deadline.

5. The Executive Yuan and Control Yuan shall jointly conduct the maintenance and administration of the control cases management system. The Executive Yuan shall appoint the RDEC to implement the above duties.

6. The Agencies, municipality government and county (city) government may supplement or establish relevant agency regulations in accordance with these guidelines.
