Archives tell stories about the changing times, represent a people’s collective memory, and preserve for posterity the records of a country’s governance. The National Archives Administration (NAA) was established under the Research, Development and Evaluation Commission (RDEC) in 2001, and serves as the central authority in charge of records. Under the Archives Act, the missions of the NAA are to promote good management of records by government agencies and to encourage their use by the public.
To establish a professional system for the management of records, the NAA has adopted legal provisions and operational guidelines that address the legal, technical, and administrative aspects of the task at hand. In addition, the NAA provides a wide range of courses (including online courses) for record managers from public bodies to enhance their professionalism. The NAA also runs an awards program and offers assistance to government agencies to improve the management of records.
The file formats and storage medias used by government agencies for electronic records are very diverse. Essential mechanisms for documents as well as records management information systems have been established to ensure the best practice for electronic records management. These include the introduction of a certification system for records management information systems, and adoption of long-term preservation strategies for electronic records. When it is deemed necessary, digital records are converted to other formats.
To ensure the proper archiving of national records worthy of long-term preservation (in formats including paper documents, photographs, video, audio and electronic media), the NAA has actively archived acquisition subjects pertaining to the affairs of the Office of the President and the five Yuan (i.e. the five branches of ROC government) involving national security, public resource management, economic and financial affairs, education and culture, social development, regional affairs and political events.
The public can search the catalog of these items via the "Archives Access service” website, and then submit an application (online, via mail, via fax, or in person) to access the archives. In addition, those interested may also visit the "Featured Exhibitions” website to view the subjects of various archives online and download related publications to understand more about them.
The catalog of the public records held by all government agencies throughout the nation is available at the "Navigation Electronic Agencies’ Records” website. In addition, the "Archives Cross boundaries” website has been set up to offer the public a single location to search resources stored in archives, libraries and museums around Taiwan.
To coordinate with the reorganization of the Executive Yuan, the NAA has been implementing document flow control and computerizing official documents since 2012 in order to reap the benefits of integrated documents management and expand the scope of our services. In the future, the NAA Archives Center will take up quarters at a new central government administrative complex to be located in the Xinzhuang Fuduxin district.
